The September 28, 2026 Roseville City Council meeting addressed several facilities and purchasing matters. Following the prior decision not to build the license/passport center and dance studio (LPCDS) on Veterans Park, staff reported that maintenance operations center (MOC) design could proceed toward council review and authorization to bid on October 26, with bidding anticipated in December. The city had paid about $313,000 for LPCDS design, with possible additional invoices, and planned to stop that design work and withdraw the related applications. Council direction was to terminate the VFW purchase agreement, explore both leasing and purchasing replacement space for the license/passport center and dance program, consider whether the uses could be separated, and use a commercial real estate broker. Staff also described potential utility and access easements with the VFW. The council approved a three-year partnership with Northwestern University to provide police training and wellness space at no lease or rental cost to the city; initial equipment and furnishing costs were also discussed. For the Woodruff Alley, council unanimously authorized preparation of a feasibility report for reconstruction and storm sewer work, with a potential 25% assessment of eligible costs to benefiting property owners.

The council unanimously adopted the preliminary 2027 budget, city levy and Economic Development Authority levy, and set the public hearing for November 30. The city levy was set at $35,973,729 and the EDA levy at $312,300; the recommended levy increase was 9.8%. The budget was amended to remove $14.5 million in both planned expenditure and related revenue for the canceled building project, without changing the levy. The meeting also included approval of two property abatements; these involved code enforcement rather than a procurement award.
