At the September 15, 2026, Grays Harbor County Commissioners meeting, the commission approved two pile-covering contracts with Tori’s Reforestation after the previously selected bidders withdrew: contract COVR 2601 for $30,677.10 and contract COVR 262 for $9,562.60. Commissioners also approved subscription agreements for the commission and non-commission Teamsters contracts, covering medical premiums and retiree welfare benefits; no dollar amount was stated. Public Health staff described in-kind match commitments supporting a HUD grant that requires a 25% match. The commission reviewed other proposed items, including tower-climbing rescue training, surplus vehicle auctions, and a sheriff’s office hire authorization, with items referred for further action at a subsequent meeting. The management-services budget review was postponed to October 6 to allow the absent commissioner to participate; discussion noted a $422,000 decrease associated with county administrator and COO allocations and the need to address archives funding after ARPA support ends.

The commission received an informational utility rate and general facilities charge study covering county water and sewer systems. The study modeled consolidated water rates with approximately 2% annual increases and substantial future sewer increases to fund operations and planned capital work, but no rates or charges were adopted; staff said it would develop recommendations through the 2027 budget process. A $250 million proposed pellet mill investment was also discussed as an economic-development matter, not as a county purchasing decision. The State Auditor’s Office outlined its planned 2025 accountability, financial, and federal single audits, including a review of purchasing controls, credit cards, travel, and gift cards. No bids were presented at the outset of the meeting.
