The Montgomery County Council Transportation and Environment Committee held a worksession on October 5, 2026. The Purple Line team reported that construction was nearly 92% complete, with all 28 light-rail vehicles received and testing underway across more than 70% of the alignment. The contractual opening date remains December 30, 2027, while partners continue refining the forecast. The Capital Crescent Trailโ€™s first opening phase, from Elm Street to Connecticut Avenue, is being targeted for the first quarter of 2027. No Purple Line contract award or new project spending approval was announced. The team also reported that $1.96 million in small-business grants had been awarded to 173 Montgomery County businesses; individual awards can be up to $50,000, with the next application deadline November 7.

For the Old Columbia Pike facility-planning study, committee members supported Alternative 5, which would rehabilitate the bridge for pedestrians and cyclists and add targeted sidewalk and side-path improvements. Funding is expected to be considered in a future CIP cycle; no funding vote was taken. In reviewing the 2026โ€“2035 water and sewer plan, the committee supported a proposed $100 septic pumpout rebate every five years, initially limited to about 400 rebates annually and subject to available resources and future budget requests. Other water and sewer policy questions were left for further review. The committee also supported expediting a bill to authorize speed-camera use on additional eligible corridors; the measure concerns existing enforcement operations and does not itself approve a new contract or camera purchase.
