The Montgomery County Council PHP Committee worksession on October 6, 2026, considered Bill 826 and several zoning and transportation code changes. The committee approved Bill 826, as amended, 3–0. Amendment 1 aligned the bill’s definitions of algorithmic devices and price coordination with Rockville’s ordinance by removing references to public databases; a proposed second amendment concerning jointly owned properties was not advanced. The bill addresses landlord use of rent-setting algorithms. No contracts, purchasing decisions, or other procurement activity were identified.
The committee also approved ZTA 2610, updating shared-parking and alley-access provisions, and ZTA 2611, revising notice requirements for temporary benefit performances; both passed 3–0. For ZTA 2611, the committee accepted a requirement for notice to nearby dwellings for outdoor events and supported seven days’ advance notice, with documentation of notice handled through agency procedures. The committee discussed SRA 2602, which updates street types and design standards to align with transportation plans and national standards; the transcript does not capture a vote on that item.
