Roswell City Council Committees of Council meeting, September 29, 2026: Council unanimously approved a task order with Utility Asset Management for the Charleston Drive stormwater pipelining project, awarding $133,488 with a $13,348 contingency and total project authorization of $146,836. The work covers approximately 205 linear feet of stormwater pipe, including replacement of a damaged section and lining. Utility Asset Management submitted the only bid; other qualified contractors declined because the project was too small. Council also approved moving forward with a $1,468,683.14 contract with Dominica Recreation Products to replace playgrounds at East Roswell, Groveway Community, Roswell Area, and Sloan Street parks. The project is funded by 2022 bond proceeds, with total budget authorization of $1,542,117, and construction was targeted to begin in January.
The committee discussed proposed updates to the development impact fee ordinance, including possible fee structures and incentives for mixed-use development; no action was taken, and staff will continue developing recommendations before later review and readings. The proposed maximum fees include $9,275 per single-family unit and $6,728 per multifamily unit. Staff also outlined a planned overhaul of the Unified Development Code, to be procured through an RFP; the item is expected back in committee in November to discuss the award, with a council vote on awarding the contract targeted for December 14. Council members emphasized close oversight and regular opportunities for council and community input. No contract award was made for the code project at this meeting.
