The Fitchburg Finance Committee’s September 29, 2026 budget presentation reviewed department priorities and changes in the Mayor’s proposed 2027 budget; it was a discussion, not a budget-adoption meeting. Procurement- and spending-related items included a planned RFP for a CDBG Pro Housing infrastructure project after the grant contract is finalized, and proposed affordable-housing allocations of $1 million for land banking/property acquisition, $1 million for down-payment assistance, and $500,000 for a possible third year of the Efficiency Navigator program. The IT budget included two virtualization server replacements estimated at $300,000 per unit, up from $135,000, plus $55,230 for virtualization hardware support, $9,500 for firewall management and logging, and $2,375 for police-facility Wi-Fi licensing. Other proposed costs included $25,000 more for fire vehicle maintenance and additional legal funding to contract out work as the city attorney’s workload grows.

Finance staff reported a $22 million debt issuance underway for 2026 projects and a possible $14 million issuance in 2027; the 2026 sale figures were still placeholders pending results, with an amendment expected to reconcile the budget. Capital and funding discussions also covered a proposed early payoff of the Sub-Zero expansion PIGO bond, a $600,000 transfer from the TID closure fund to the Community Well-Being Fund for HNI grant awards, and a planned evaluation of insurance coverage. A speaker supported the proposed forestry fee but urged clear public messaging and exemptions for priority neighborhoods. No contract awards or spending approvals were voted on; the committee voted to recess until the following day.
