The Worcester City Council meeting on September 29, 2026, included substantial discussion of the Burncoat High and Middle School building project. City staff reported that the feasibility study is advancing to review of eight options, including repairs, renovation with additions, and new construction; a school building committee was expected to vote the next day on submitting the preliminary design program to the Massachusetts School Building Authority (MSBA). Co-located new construction for both schools was estimated at $635–$640 million, with the city assuming roughly 50% MSBA reimbursement. Officials discussed a possible $15 million annual allocation from unused tax levy capacity for a project reserve, alongside up to $7.5 million in free cash, but no funding or construction authorization was voted at this meeting. Staff estimated peak debt service could reach about $30 million annually; the administration was asked to provide further financial-impact information. The council also heard that the former RMV site is expected to be offered through an RFP for mixed housing within about a month, while the Denham Building has been awarded to a developer; no contract value was stated.

The council approved a $21,000 allocation for a study on restricting trailer-truck traffic on Lake Avenue and Hamilton Street, and approved an order to use opioid funds for public-bathroom monitoring and maintenance staff. A separate order to assess permanent public bathrooms and temporary units was held. Other procurement-relevant actions included a request to develop standardized mitigation and community-benefit expectations for new developments, and requests for feasibility or cost reports on police staffing and other infrastructure needs; these did not authorize contracts or purchases. No vendor contract award or bid approval was identified beyond the reported Denham Building development award and planned RMV-site RFP.
