At the September 29, 2026 joint meeting of the Glendale City Council and Glendale Housing Authority, members considered the FY2026 Glendale Continuum of Care (CoC) application to HUD, corresponding to local FY2027–28. Staff described a more competitive funding cycle, with roughly $3.24 million in annual renewal demand, about $500,000 in CoC bonus funding, and 60% of renewal projects limited to Tier 1. Recommendations include approximately $459,483 for Door of Hope’s Bravo transitional housing program and a proposed rental-assistance program for eight households using reallocated funds; the amount cited for that reallocation was garbled in the transcript. Staff cited about $100,000 for HMIS staffing and the existing Bid Focus software contract, but no new contract award or procurement action was presented. Members also encouraged outreach to fill a vacant CoC board seat for a person with lived experience of homelessness.
