The Tewksbury Finance Committee held a public hearing on September 28, 2026, to review warrant articles for the October 6 special town meeting. The committee voted to recommend the Shawsheen Tech budget article and a proposed $125,000 adjustment to the town’s non-union pay plan and police chief contract, following a market compensation study. Members also discussed the potential future budget effects of the pay plan and requested additional information on employee-level increases and projected costs. The committee recommended several capital and finance articles, including a capital program funded from $6.9 million in certified free cash, a $350,000 lead-service-line inventory project funded through sewer retained earnings, transfers of $2.7 million to the town stabilization fund and $2.4 million to the debt stabilization fund, and repurposing $220,000 for LED lights at the high school field. Capital items discussed included police vehicles and equipment, facilities work, municipal vehicles, and field improvements; members also raised whether future police cruiser purchases should consider electric vehicles.
For petitioner Articles 21 and 22 on surveillance technology and automated license-plate readers, the committee made no recommendation. School officials outlined possible costs and operational effects, including annual external audits, contract termination or replacement costs, and the district’s $3,500 annual data-privacy agreement consortium fee. The committee also discussed a proposed change to town-meeting warrant distribution: the current mailing cost was cited as $17,000 in May 2026, with a postcard and online warrant proposed as an alternative. Members reviewed MBTA Communities Act articles, with school officials citing $1.728 million in documented lost grant funding and other unquantified impacts. No vendor award or bid approval was identified.
