The City of Belvidere Committee of the Whole met September 28, 2026. The council approved two intergovernmental agreements concerning the Irene Road Bridge: one with Boone County and Flora Township for maintenance, and a replacement agreement with the Illinois Tollway that changes cost-sharing and reduces future local costs. The city and county will each contribute about $90,000 toward recently completed repairs. The council also waived competitive bidding and approved Veolia Water Technologies’ proposal to rebuild wastewater treatment plant disc filter vessels 2 and 3 for approximately $159,141; the transcript’s stated figure is garbled. It approved a $17,540 design-engineering change order with Arc Design Resources for the Kishwaukee Riverfront path extension, increasing the design total from $96,500 to $114,040, and approved the low bid from NTRA/Entrak Group of $1,987,322.50 for the Allen Street Pond Outlet to River project, the first phase of a larger storm sewer project with $5.9 million budgeted in FY27.

The finance update reported a new $2 million, two-year certificate of deposit at 4.45%. Fire officials said an engine replacement is anticipated in the FY29 capital plan and discussed considering a stock vehicle to reduce cost and procurement time. Public comment focused heavily on opposition to the proposed Project Hawkeye data center, including concerns about farmland, water, noise, transparency, and possible incentives; no data-center approval or procurement action was taken. The meeting also included police and fire department updates and officer recognitions.
