Norfolk City Council formal session, September 29, 2026: Council unanimously approved ordinances authorizing sales of city-owned parcels to Getting It Done Construction Company LLC, Blue Sky Finishes Inc., Asfari Homes Inc., and individual buyers. Several sales followed the city’s online real estate auction; others were under purchase-and-sale agreements. The approved properties included sites on West 30th, West 28th, West 29th, Fremont, West 26th, and Hansen Avenue. Sale prices were not stated. Council also approved a $2,959,083.99 capital-improvement-plan budget transfer to increase funding for the Harbor Park area parking deck, reappropriating funds previously allocated to renovation of the Sheriff Administration Building. Two ordinances increased appropriations for property acquisition costs, but amounts were not provided.

Council also unanimously approved FY2027 appropriations, including $150,000 for a correctional substance-use treatment and reentry program; $188,997 for a law-enforcement enhancement program; $21,600 for Community Services Board crisis funding; $1,437,112 for Fire-Rescue services; $113,000 in library donations; and $4,700 for a front-yard remodel project. It supported an application for up to $167,051 in federal Justice Assistance Grant funding. Zoning ordinances were approved concerning window transparency and signage, an industrial mixed-use overlay and rezoning, and airport-district uses and development standards. All recorded votes were affirmative; no contract award to a service vendor was identified.
