The City of Wilsonville Planning Commission met on September 28, 2026, for a public hearing on the Basalt Creek Master Plan and a work session on proposed code-enforcement amendments. The commission voted 5–1 to recommend that City Council approve the master plan and associated comprehensive-plan text and map amendments, development-code amendments, and zoning-map amendments. The plan establishes guidance for future development in the industrial area; individual projects will still require separate land-use review and infrastructure analysis. The discussion focused in part on data-center rules, including conditional-use review in eligible districts, an accessory-use requirement, a 25,000-square-foot maximum and a 7.5% floor-area limit, and exclusion from the regionally significant industrial area and of super-scale facilities. The motion also recommended that Council consider future updates addressing data-center noise, power reserves, and other community impacts. No contracts, purchases, or procurement awards were identified.

In a separate work session, the city attorney presented proposed code-enforcement changes intended to create a clearer administrative process, including civil penalties of $25 to $5,000 per violation per day, compliance agreements, corrective-action cost recovery, and additional enforcement tools. Commissioners offered feedback but took no action; a Planning Commission hearing was anticipated in October, followed by City Council consideration in November and a proposed January 1, 2027 effective date. These discussions concerned land-use planning and regulatory administration rather than procurement.
