The Palm Beach County Board of County Commissioners’ workshop on September 29, 2026, reviewed license plate readers (LPRs/ALPRs) and the potential budget effects of Amendment 3. County Engineering reported about 50 LPR locations in place or approved, 20 applications received in 2026, and six approved before the board’s September 1 direction to pause further approvals. The county’s permitting policy limits approvals to public police or sheriff’s departments for official duties. PBSO described case-number and reason-code requirements and weekly audits, but could not answer several questions about data ownership, retention, sharing, and AI features; staff agreed to return with more information. PBSO also said an FDOT exemption request for certain cameras was under review. No LPR contract award or new permit approval was made at this workshop.

Staff reviewed budget scenarios if Amendment 3 passes, including projected revenue shortfalls and possible service and staffing impacts; these were planning estimates, not adopted budget changes. Fire Rescue said it had issued an RFP for a consultant to help assess options for fire-service funding, but no consultant selection or contract award was reported. The presentation also cited approximately $14 million in expected 2028 election equipment replacement costs and a $5 million housing initiative with an estimated $40 million in annual debt service. No procurement-related votes or spending approvals were taken. The existing pause on LPR permits and the requested safeguards and transparency information may affect future camera installations and vendor opportunities.
