Palm Beach County Board of County Commissioners workshop, September 29, 2026: The board considered a public-private transaction with Related Ross to develop a second convention-center headquarters hotel. The proposed project is a 400-room Curio by Hilton with meeting space, expected to be completed in the first quarter of 2029. The county would pay $26 million to acquire the completed property—valued in appraisals at an average of about $349 million—and lease it back to the developer for hotel operations. The deal includes a 33-year initial lease with two renewal options, for a potential 97-year term; guaranteed base rent, participation rent, parking leases and revised room-block agreements. Staff projected more than $1.1 billion in cumulative base and parking rent and, under a 5% annual growth assumption, about $7.4 billion in participation rent and $7.3 billion in bed-tax revenue over the full term. These are long-range projections, not guaranteed totals. The agreement also sets a 15% small-business participation goal with a 7% minimum for eligible construction work. The board approved the purchase-and-sale agreement, which required a supermajority, and related motions B through H; the transcript does not capture the complete vote tally.

The county had issued an RFP for a second convention-center hotel in October 2023; three proposals were received, two were deemed nonresponsive, and the remaining proposer withdrew before the solicitation was canceled. Related Ross later submitted a privately initiated proposal, and the board authorized negotiations. Commissioners discussed the deal’s financial assumptions, property-tax effects, parking capacity and potential impacts on nearby neighborhoods, as well as the county’s planned convention-center expansion; staff said expansion options and costs would be brought to the board in the first quarter of 2027, with renderings expected before year-end. The board also approved the annual Florida Department of Health core contract, described as a required, standardized agreement covering statutory public-health services; no contract amount was stated. It approved receiving and filing the warrant list as well.
