Regular City Council Meeting 3/17/2026

The March 17, 2026, Lemon Grove City Council meeting included several procurement and funding actions. Council unanimously approved Amendment No. 6 to agreement 2019-17 with Rick Engineering Company, extending the city engineering services agreement through June 30, 2027, and increasing its annual not-to-exceed amount from $800,000 to $1,531,500. The added capacity covers engineering and design work, including storm-drain and sidewalk projects and the downtown specific plan. Council also unanimously appropriated $300,000 in SANDAG housing acceleration grant funds for the downtown specific plan project and $59,120 from the General Fund’s unassigned fund balance to the Community Development budget. Staff also discussed a $25,620 SB 79 implementation analysis and a grant deadline extended through December 2026. Unused project funds would not be paid to the contractor and could return to their funding sources.

The council received and filed the city’s FY 2024–25 annual comprehensive financial report; the auditors reported no findings or recommendations in the report. A public hearing on an appeal concerning a proposed dispensary was continued to April 7 because meeting recording equipment was not working. Council also considered an amendment to the emergency tenant-protection ordinance, and upcoming community workshops were announced. No vendor selection or contract award beyond the engineering-agreement amendment was identified.
