The Bloomington Transportation Commission’s regular meeting on September 28, 2026, considered roadway safety and maintenance proposals and the 2026 Walker parking rate study. The commission approved TCP 2618, a roadway maintenance and safety-improvement project for North Walnut, North College, and North Dunn Streets, by a 5–0 vote. The work includes pavement milling and overlay, targeted full-depth repairs, sidewalk-gap closures, curb bump-outs, crosswalks, and restriping; it is associated with a Community Crossings Matching Grant application, described as a 50/50 match that could bring about $1 million to the city if fully awarded. No construction contract, contractor, or final project cost was approved. The commission rejected TCP 2620, a proposal for speed tables on Rogers Road, after hearing concerns from residents and the fire department about speeding, pedestrian safety, and emergency-response delays.

The commission voted on the Walker study’s recommendations individually and approved TCR 2619 with a record of those votes. It endorsed zone-based on-street parking rates, off-street rate changes, a parking mission statement, performance-data transparency, replacement of the existing meter system, and parking communications and informational signage. The study’s suggested rates—$1.50 per hour in high-demand areas and $1.25 in lower-demand areas—were discussed, but the votes endorsed the general recommendations rather than setting specific rates. The commission rejected transferring citation appeals from the City Clerk’s Office to Parking Services, mobile license-plate recognition enforcement, and a separate parking brand. The proposed $25,000–$30,000 bike-detection upgrade at College Mall and Covenanter was discussed, but staff indicated they would proceed with a different signal adjustment and report back; no purchase was approved. No vendor selection or contract award was identified.
