The McCully-Mōʻiliʻili Neighborhood Board’s September 30, 2026 regular meeting included a presentation by IQ360 and JERA on a proposed liquefied natural gas (LNG) supply project for Oʻahu. The presenters described an offshore floating storage and regasification vessel, an underwater pipeline and a connection to the Hawaiʻi Gas system, with gas delivery targeted for 2030 and a project application expected to be filed with federal regulators in late 2026 or early 2027. JERA also described developing a separate 500-megawatt power plant, with an estimated investment of about $1.5 billion, and said the proposed energy supply could reduce costs by 20% or more. These were company proposals, not board-approved procurements or contract awards; attendees raised questions about cost, environmental and cultural impacts, fuel sourcing, and long-term oversight. The presenters said they would seek Public Utilities Commission oversight for the proposed utility role and that the project would undergo regulatory review.

A Hawaii Green Growth representative reported that a grant contract was being finalized to install 100 rain barrels as part of the Follow the Drop stormwater initiative; continued funding would be needed to expand the project. The board also approved, without objections, a resolution supporting secure public waste receptacles. Other discussion covered storm-related infrastructure and wastewater concerns, park and traffic issues, facility maintenance, and public safety. No other procurement award or spending authorization by the board was identified.
