The Marshfield Advisory Board’s September 23, 2026 meeting focused on the town’s finances and the warrant for the October 1 special town meeting. Staff reported that the general fund showed 29.31% spending through August, partly because the town pays a roughly $10 million pension expense in July; they said the early-year rate was not considered alarming. Free cash is expected to be below the recent $6–7 million range, though still in the millions, and the warrant totals about $13 million. The board discussed budget constraints, upcoming department operating and capital budget submissions, and an operational performance audit intended to identify cost reductions and efficiencies. No warrant articles or spending items were approved at this meeting; members were assigned articles to review for the next meeting.

The discussion also covered proposed open-space and water-protection property acquisitions in warrant Articles 4–6, including a property near a town well; purchase-and-sales agreements had been signed, but the board deferred discussion to October 1. Demolition costs for two properties are expected to be pursued through the Community Preservation Committee at a spring town meeting, with DPW to obtain prices for demolition work. The town administrator reported that a full-time procurement position remains vacant while the town uses a vendor to fill the role, with no current plan to change that arrangement; the position’s salary budget was described as about $81,000. A resident also raised library funding and potential eligibility for $200,000 in state funds tied to roof work. No contract award or procurement vote was identified.
