Barnstable County Board of Regional Commissioners regular meeting with the Mashpee Select Board, September 30, 2026. The county administrator described the county’s centralized purchasing program, which supports county departments and member towns through group procurements, including highway-related chemicals, paving, road repairs, and sidewalks. The county also launched an energy-purchasing program using specialists to advise on bid timing and specifications. Commissioners and town representatives discussed dredging services, permitting and scheduling challenges, possible additional equipment for smaller projects, and a recent Seaport Economic Council funding round for which multiple Cape towns submitted applications. The county is also working toward an MOU with the military for a composting facility at Joint Base Cape Cod. No procurement award or spending motion was taken at the meeting.

Other discussion covered wastewater infrastructure and financing, including the Cape Cod Aqua Fund’s low-interest homeowner loans and its request for an additional $10 million from the Clean Water Trust; potential regional approaches to wastewater discharge and sludge disposal; and local aid, housing, economic development, and regional carrying capacity. The Mashpee board asked the county to explore closer coordination on wastewater issues and possible support for local businesses. The commissioners unanimously approved the consent agenda and September 16 meeting minutes; neither vote concerned a procurement award.
