The Stillwater City Council, Stillwater Utilities Authority (SUA), and Stillwater Economic Development Authority (SEDA) met on September 28, 2026. The main procurement-related discussion was a transportation program update; no contract award or vendor-selection vote was taken. Staff reported completed and active street, sidewalk, drainage, intersection, and school-zone projects, and described upcoming work, including a microsurfacing project advertised at just over $1 million, approximately $200,000 in sidewalk work expected to be advertised, and design underway for a subsequent sidewalk phase of roughly $1 million. Staff also described hiring Benham as a program manager to help advance multiple projects and improve design and delivery timelines.

Staff estimated FY27 transportation sales-tax revenue at $10.6 million and anticipated appropriating more than $21 million for projects, drawing on accumulated transportation-fund balances; projected expenditures were discussed at roughly $13 million. The update was informational, with no action taken. Council unanimously approved public-hearing items for right-of-way closures along South Husband Street and a 2.5-foot electric-easement closure at 1017 South Shoe Drive; related ordinances were advanced to second reading where motions and votes were recorded. The council also issued a proclamation recognizing National Careers in Construction Month. SUA and SEDA approved their consent dockets and adjourned; no additional procurement activity was identified in those portions.
