The Marlborough City Council Urban Affairs Committee met on September 29, 2026, to review two special-permit applications; no procurement activity, contract awards, or spending decisions were identified. The committee voted 5–0 to approve, as amended, 36 Jefferson Street LLC’s proposal for four townhouse units attached to the existing home, creating five residential units with 18 parking spaces. Amendments addressed site-plan review, fire access and sprinklers, landscaping along the Assabet River Rail Trail, resident access to the trail, and sanitary, covered dumpster arrangements. The decision was to be referred for preparation in proper form before proceeding further.

The committee also reviewed Boston Bruins LLC’s application for a Seven Brew drive-through coffee shop at 2 Mount Royal Avenue. Members discussed operating hours, noise compliance, landscaping and stormwater requirements, signage, and potential traffic queues affecting Route 20 and neighboring office-park businesses. They sought revised conditions addressing police traffic details—particularly during the initial operating period and promotional events—and other site requirements. The application remained in committee pending a revised draft and another meeting; no vote was taken on it.
