The Springfield Economic Development Agency (SEDA) regular meeting was held September 28, 2026. The board approved the consent calendar and adopted a FY27 supplemental budget resolution adjusting beginning cash and reserves in CEDA funds; the resolution passed 7–0. It also approved a resolution delegating to CEDA negotiations over development and disposition of city-owned property at 295 and 325 North Brooklyn Street in the Glenwood master plan area, including park, open-space, and riverfront-trail elements. Tenancy and leasing remain with the City Council, negotiated terms require board approval, and negotiations will not begin until the property is vacant.
The board discussed two requests for financial assistance but made no funding decisions. Olaf Investments LLC requested a 10-year tax exemption for the Memorial Building at 765 A Street, estimated in the packet at $200,000; a separate request sought $550,000 for window and elevator costs at a historic former school-district building. Board members supported developing consistent evaluation criteria rather than handling requests as one-offs, and staff will research approaches used by other urban renewal agencies and return with a framework. Prior SDC assistance, insurance and project documentation, alignment with CEDA goals, and potential conditions such as clawbacks were raised for further consideration. Public testimony also proposed a Glenwood beautification initiative modeled on Seattle Restored, potentially using tax-increment financing and temporary property use; no action was taken on that proposal.
