At the September 28, 2026 City of Springfield, Oregon Council work session, staff presented a revised RFP for the City Hall deferred-maintenance and modernization project. The revision replaces a requested preconstruction price with a preconstruction-services allowance capped at $75,000, clarifies how CMGC fees are categorized, and makes interviews mandatory for the highest-scoring proposers. Council members signaled general support for including a $300,000 contribution toward studying alternatives to the Gateway/Belt Line couplet project, while noting that the study would not fund construction; this was discussed as direction for further work, not a formal approval. The council deferred remaining annexation-agreement and record questions to a future meeting. No other procurement action was identified.
