🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

At its September 29, 2026 regular session, the Sutter County Board of Supervisors approved several procurement and infrastructure actions. It authorized a request for proposals for a grant-funded climate-change vulnerability analysis of the Live Oak and Gilsizer drainage districts. The board also approved five-year financing contracts through KS State Bank for fleet equipment procured through United Fleet Services, including street sweepers, dump and water trucks, a VACCON truck, and a tow-behind broom; the listed amounts included $851,251.65 for the VACCON truck and $631,332.96 for two water trucks. The board authorized the Development Services Director to execute future financing agreements for two motor graders and a brush hog, and approved a related $277,316 road-budget adjustment funded by cancellation of fund balance. Supervisors discussed whether the water trucks could support fire response in emergencies. The board also approved purchasing two APX 8000 handheld radios for code enforcement for up to $30,000, waived the RFP requirement, and approved a matching budget adjustment funded by permanent-salary appropriations. The code-enforcement ordinance and procedures were introduced and continued to October 13 for adoption.

Other approved actions included $2,080,196 in fiscal year 2025–26 year-end budget adjustments, offset by revenue and expenditure changes; adoption of updated accessory-dwelling-unit rules; and approval of Holt of California’s proposed 130,219-square-foot warehouse development. The board approved a $10 recording fee to fund a mandatory property-owner notification program under SB 255. Public commenters presented a white paper seeking operating and capital plans for County Service Area F fire services, but no new fire tax or assessment was approved. The board temporarily suspended vacation caps for fire personnel and requested a staffing update in three months; the presenter said the action had no immediate cash expenditure, while a commenter raised concerns about future accrued liability.
