The Grafton County, New Hampshire Executive Committee meeting, held September 28, 2026 (as identified in the title and commissioner report), reviewed county finances and capital projects. The county reported that it had authority to borrow up to $12 million through a tax anticipation note; Harvard Bank was recommended as the lowest bidder at 4.7%, and $4.5 million had been drawn down by September 16. The committee accepted the treasurer’s report. On the middle-mile broadband project, construction delays and higher-than-expected make-ready and underground construction costs are creating budget pressure. Completion is now projected for August 31, 2027, and any route reductions or other project changes require prior NTIA approval. The county is working on a revised network design aligned with the remaining grant budget; no additional funding source was identified.

The commissioners reported that they had approved spending the remaining courthouse ARPA allocation on an enhanced schematic design with LBA, expected to be completed in December 2026; updated project cost estimates will follow. Delegates discussed the lack of a detailed courthouse renovation alternative and the potential taxpayer cost of new construction, but took no action on that issue. The county also reported a nursing-home nurse-call system application of approximately $150,000 with preliminary approval, and reviewed ARPA and opioid-settlement-funded projects. The committee considered an updated fund-balance policy and plans for a corrective-action plan if reserves fall below policy levels; a draft was expected for a future meeting. Minutes and reports were approved or accepted, with the commissioner report receiving three opposing votes; no new procurement award was made at this meeting.
