Daviess County Fiscal Court meeting, September 24, 2026: The court approved a $15,699,259 award to Harts Contracting, the lowest and best evaluated bidder among seven bids, to construct the county’s Public Safety Facility, including all three bid alternates. The facility will house fire, sheriff, and backup 911 operations and serve as a tornado shelter; approximately $9.8 million in state-budget funding was cited. Other approved purchases included five walking-floor trailers from Ruxer Ford for a net $565,000 after trade-ins, two replacement fifth-wheel road tractors for Solid Waste (the transcript identifies Truck Sales and Service as a known vendor but does not clearly state the awardee), and fire-rescue tools from a vendor transcribed as “Rob Pole Fire Equipment.” The court also approved a $3,800 land-survey proposal from Morley and Associates for the backup 911 communications-tower project, and a transfer-station change order reducing costs by $100,050 through deletion of unnecessary asphalt. Claims for all departments, health-insurance rates for 2027, and sheriff’s-office security service agreements were also approved; the transcript gives no amounts for those items.
The court heard first readings, with no votes taken, on three ordinances concerning renewable-energy and energy-storage facilities and amendments to zoning rules for merchant electric generating facilities. Proposed provisions discussed included a 1,000-foot setback, a 300-acre project-area limit, vegetative screening, and financial security for screening maintenance and decommissioning. These measures could affect future energy-project development and vendor opportunities if adopted. The court also adopted a resolution supporting the Green Dot violence-prevention strategy. Votes on appointments to the Public Library Board produced split outcomes, with the Matthew Casebolt appointment failing; these items did not involve procurement.
