The Rock County Board of Supervisors’ September 29, 2026 meeting focused on the county administrator’s recommended 2027 budget. Staff described a starting budget gap of about $3 million and the constraints of a 1.58% net-new-construction levy increase. The recommended budget includes $8 million in sales tax for operations, $1 million in sales tax toward jail-project debt service, and a projected $1 million increase in the county’s health-insurance costs. The administrator’s recommended budget initiatives collectively reduce the tax levy by about $677,000 through funding changes, position adjustments, and other measures. No budget or procurement awards were voted on; the presentation was a recommendation, and supervisors were briefed on the board’s budget-appeals process, including a Finance Committee hearing planned for November 5 and a requested submission date of October 30.

The recommended 2027 Capital Improvement Plan totals about $16.623 million. Projects discussed included healthcare-center abatement and demolition, courthouse elevator work, a Whitewater roof replacement, fairground plumbing upgrades, child-support-office renovation, transit-vehicle replacement, public-works equipment replacement ($3.2 million), and airport runway rehabilitation ($1.7 million, largely federally funded). The administrator recommended borrowing only for identified road projects. Sheriff’s Office fleet and real-time crime operations center items and an Axion service contract were also mentioned. Several proposed projects were not recommended for funding because resources were unavailable. The meeting identified no contract award, vendor selection, or procurement vote; the only recorded motion was to adjourn.
