The City of Lee’s Summit Finance & Budget Committee met October 5, 2026. It approved the September 15 action letter and recommended several items to the full City Council for approval. These included a five-year, not-to-exceed $938,125.24 agreement with KeraSoft Technology Corporation for the Paragrine cloud-based crime-data analytics platform, selected through an RFP process with six respondents; contract 2026-048 with Martin Marietta Kansas City LLC for bulk rock, with a one-year term and up to four renewals (no total amount specified); and contract 2026-034 with American Digital (ADS) for as-needed security products and services, including cameras and access control. Staff said the bulk-rock and security contract spending would exceed the $75,000 approval threshold, while remaining within approved budgets; the ADS work includes installation for the airport terminal project.
The committee also recommended accepting a Missouri FY27 Blue Shield grant, requiring no city match, for public-safety equipment including a long-range acoustic device, bomb-squad ballistic vest, and protective equipment for detectives. It recommended a budget amendment (TMP 3799) addressing grant revenue and spending authority, IT software expenditures funded from the IT fund balance, and transfers between funds that do not increase the overall budget. The FY27 budget-to-actuals review highlighted overtime and holiday-work costs and anticipated bad-debt write-offs as areas to monitor; staff said a more detailed midyear review remained planned. The procurement and grant items were forwarded with recommendations for approval, rather than recorded as final full-Council approvals in this meeting.
