The Woodbury Planning Commission meeting on September 28, 2026, considered two land-use matters. On proposed amendments to the city code allowing chickens on single-family detached residential properties, commissioners debated flock limits, enclosure size, enforcement, HOA consent, and disease tracking. A motion to reduce the limit from six hens to four and the enclosure maximum from 120 to 90 square feet, while adding voluntary premise ID registration, failed. The commission ultimately recommended denying the ordinance as drafted and asked the City Council to reconsider it after a future community survey that identifies respondents’ zoning and likelihood of keeping chickens. The recommendation will go to the Council for its October 7 meeting.

The commission recommended approval of US Solar’s interim conditional use permit for a community solar garden on a 27-acre site, including about 17 acres for the garden, north of Dale Road and west of Manning Avenue. The plan includes screening, landscaping, and annual inspections; staff said it could work with the applicant on disputed permit conditions before Council review. US Solar stated that Woodbury’s existing subscriptions had saved the city $49,671.70. In the council report, a council member said the preliminary levy was set at 5.9% above the prior level and reported approval of an interim moratorium on data centers, with further study of high-volume users of public infrastructure. No contract award or purchasing action was identified.
