City of Bridgeport (COB): IWWA & PZC Meeting - 9.28.2026

The City of Bridgeport held a joint meeting of the Inland Wetlands and Watercourse Agency and the Planning and Zoning Commission on September 28, 2026. The Inland Wetlands portion included a continuation of a hearing for a single-family dwelling construction application, which was continued to the next month. The Planning and Zoning Commission discussed a significant coastal site plan review for a proposed six-unit residential apartment building at 40 Beachview Avenue. The project, presented by the applicant and their architectural team, complied with zoning regulations but raised substantial concerns from the community and regulatory agencies. Opposition focused on coastal hazard risks, stormwater management deficiencies, flood zone safety, emergency access limitations, and neighborhood character impacts. Expert testimony highlighted that the proposed stormwater retention system would be ineffective during flood events, potentially causing pollution to Ash Creek and Long Island Sound, thus violating the Coastal Area Management Act. The Fire Marshal and local residents expressed safety and access concerns, especially regarding emergency vehicle ingress and egress. The Planning and Zoning Commission voted to continue the hearing to the following month to allow for further information and responses from the Department of Energy and Environmental Protection (DEEP). Additionally, a zone change application was withdrawn, and meeting minutes were approved. No final decisions on the apartment project were made during this session.
