The Billings City Council regular meeting on September 28, 2026, approved the consent agenda 10–0, including a reported $560,000 contract with Mutual Lighting for soccer-field lights at Amen Park and a $59,000 Homeland Security grant for the Billings Police Department Bomb Squad. A resident opposed the bomb-squad grant, citing concerns about its conditions; council asked staff whether it created obligations beyond state law. Council also noted grants of about $71,000 for domestic-violence work and $148,000 for DUI enforcement, the latter supporting one full-time position, as well as a $3,000 donation for Amen Rec Center sponsorship.

Council approved an amendment to solid-waste fees, adding a return-trip fee, allowing staff to charge for clean soil when landfill operations do not need it, and establishing a per-tire fee. It also approved special-improvement-district assessments, including $1.5 million for street lights and park improvements in Anifeld, and sidewalk assessments; residents raised concerns about notice, costs, and safety. The council approved a resolution consolidating the three urban-renewal-district advisory committees into one statutory committee, and passed an ordinance repealing the Animal Control Advisory Board 9–1. Following public comments about traffic safety near schools, the council scheduled discussion of options for school-zone safety and speed limits at an October 5 work session.
