At its September 29, 2026 meeting, the Oklahoma City Council approved a resolution authorizing Oklahoma City Airport Trust indebtedness of up to $90 million for a parking structure. The project is expected to use about $15 million in trust cash and finance roughly $75 million through 30-year, fixed-rate bonds backed by airport parking revenue; the resolution passed 7–2 with the required votes. Council also considered a three-party agreement involving the city, ODOT, and a developer for the I-40/Cimarron Road interchange, including a five-lane bridge and ramp improvements; the city is responsible for the bridge deck, ODOT for the sub- and superstructure, and the developer for a protected turn. The interchange item was discussed on the consent docket, which passed unanimously. A consent item on transportation planning for the 2028 Olympics was also approved; officials said the planning could support future grant applications and could be used by other city departments, but no contract amount or vendor was stated.
The council unanimously adopted assessment rolls for the Downtown and Stockyard City Business Improvement Districts. It also deferred for two weeks a proposed conversion of a former hotel to multifamily housing, with members seeking further discussion of parking-lot shade, trees, and open space. The city manager reported sales and use tax collections were $2.66 million above target and that FY2026 revenues exceeded expenses by $17.8 million, including budgeted fund balance; excluding that budgeted amount, the city added about $4 million to fund balance. Other actions included a unanimous resolution designating Indigenous Peoples’ Day and a unanimous reduction in Arts Commission membership from 15 to 11. During public comment, residents raised animal-shelter staffing and intake concerns, and council members requested further information on shelter funding and staffing. One speaker alleged a $9 million MAPS interest-free loan to Echo Investments, but the transcript does not establish a council action on that allegation.
