The September 28, 2026 City of Simi Valley City Council meeting included two major spending and implementation decisions. Council unanimously approved a $185,000 supplemental budget to establish the Simi Valley Film Forward program, which will develop location-marketing resources, a searchable production database, industry outreach, and a single city contact to support filming and local business activity. Council also approved Sandy Fire recovery mitigation funding and related emergency actions: an estimated $2.5 million in project expenses, including approximately $1.8 million in federal Natural Resources Conservation Service reimbursement and about $750,000 in city costs from General Fund reserves. The work includes measures such as debris barriers and sandbagging to reduce post-fire flood and debris-flow risks. To meet the pre-storm timeline, council authorized waiving normal public bidding procedures; staff said it would still seek proposals from multiple contractors. The local emergency was extended for another 60 days.
Council also unanimously approved a resolution authorizing recipient certifications for California’s State of Good Repair program for FY 2026–27 and approved a ceremonial military-banner distribution program. The meeting included updates on fire-service responses and preparations, local business and commercial activity, and a proposed library community-room refresh supported by grant funding and fundraising; no library construction contract or award was considered. No vendor selection or contract award was identified.
