The City of Winter Springs City Commission’s regular meeting on September 28, 2026, included a major stormwater policy discussion and adoption of the FY 2026–27 budget. The commission unanimously continued Resolution 2026-19, the proposed pond classification and maintenance policy, rather than adopting it. Staff were directed to publish the pond inventory with proposed easement and aquatic-vegetation information, hold a public workshop open to residents, notify affected homeowners through the city’s usual communications channels, and maintain current aquatic-vegetation service levels in the interim. Residents raised concerns about shifting maintenance responsibilities for hybrid ponds and requested more public input. No contract award or new procurement approval was identified. The commission also discussed evaluating naming-rights and sponsorship opportunities for parks and facilities; staff said market research was already underway following the AdventHealth naming-rights agreement.
The commission adopted the final FY 2026–27 millage rate of 2.5160 mills, described as the rollback rate, by a 4–1 vote. It approved the final budget by a 3–2 vote, setting citywide expenditures at $116,526,080. The final budget removed $10,000 for a magistrate and corrected an approximately $10,000 transfer error so fund transfers net to zero. Other votes included approval of the consent agenda and a second-reading ordinance clarifying Town Center T-5 setbacks. Staff also reported that it was gathering market data for potential park sponsorships and naming rights; no specific prices or contracts were approved.
