West Linn City Council work session, October 6, 2026. Procurement- and funding-related updates included a Metro grant award of nearly $400,000 for the next phase of the waterfront vision plan, with the city preparing a coordinated announcement and grant agreement. The city manager reported that an HVAC replacement contract was awaiting the mayor’s signature and that LED lighting upgrades were underway. Construction continued on the new operations facility; the council also heard that South Fork Water is preparing for major capital investment and that its system development charges were aligned with the cities’ rates. Legislative advocacy priorities included water and sewer infrastructure and riverfront/locks funding; an $11.49 million funding request for locks repairs was referenced. No new contract award or purchasing approval was voted on at this session.

The council reviewed the city manager evaluation process and accepted evaluation criteria proposed by Jensen Strategies, the consulting firm selected to assist with the review. Separately, the council discussed supporting a letter urging countywide restrictions on flavored tobacco sales; staff were directed to prepare a draft for the mayor’s signature after reviewing other cities’ approaches. The council approved the meeting agenda. This was a request for county policy consideration, not adoption of a city sales ban.
