The City of Hilliard City Council’s September 28, 2026 regular meeting approved several development and infrastructure-related actions. Council approved a professional services agreement with Carpenter Marty Transportation for planning and public engagement on safety improvements along Main Street/Hilliard-Rome Road (CIP-147), authorizing $75,000 for the initial phase, with further work expected next year. The study will develop alternatives and cost estimates for public review and may inform a future application for Highway Safety Improvement Program funding. Council also approved a 50% tax abatement for a flex-industrial project on Anson Drive, supported in part by the JobsOhio Ohio Site Inventory Program, and approved the Hill Farm 2 development-related mechanism directing new community authority proceeds to the city for specified future road improvements. A separate ordinance approved transfer of city-owned parcels for Homestead Metro Park expansion, trail-operation arrangements, and an amendment to the MI Homes development agreement; no dollar amount was stated for those actions.

Council approved the annual CRA/TIF compliance review: 16 of 17 CRA agreements were compliant, while staff and the Tax Incentive Review Council recommended terminating the PrettyBull LLC agreement for the Tenpin Alley property because the new owner was not meeting employment and payroll requirements. The review also noted anticipated new TIFs for True Point and Alton Place. The consent agenda passed, including acceptance of roads and easements for Hill Farm 2 West and a liquor permit. The 2025 audit presentation reported clean opinions and no findings; it was the auditing firm’s final year under its term, but no new audit procurement was discussed. Public commenters raised requests for non-cooperation resolutions and concerns about automated license-plate reader data and the Flock program; council took no action on those requests during this meeting.
