The Harris Ranch Community Infrastructure District No. 1 regular meeting was held September 29, 2026. The board approved the annual special-assessment installment rolls to pay debt service on the refunding bonds; the transaction has a locked interest rate of 5.37%, compared with 9% on the original bonds, and is expected to produce approximately $450,000 in net present-value savings. The board also approved resolutions preparing for a potential general-obligation bond issuance of up to $7.725 million to finance remaining East Park Center Boulevard improvements. The developer has requested approximately $2.85 million plus interest for project costs; any reimbursement approval will return to the board separately. If issued, the bonds would be repaid through district property taxes, with a maximum term of 30 years and maximum rates of 8% tax-exempt or 9.5% taxable. The district aims to issue them in December, after a required waiting period, and will work with advisers to identify a purchaser.

The board approved Skinner Fawcett LLP for bond and district counsel services, a master services agreement with Blackwood Advisors LLC for district management and administrative services (fiscal 2027 compensation capped at $110,000), and the related transition of clerk, treasurer, deputy, and bank-signatory responsibilities. It also approved an engagement with Bailey LLP for the fiscal 2026 governmental audit. City of Boise staff will support that audit, while Blackwood will oversee reporting beginning October 1 and the fiscal 2027 audit. Staff said a meeting is being planned for October to consider East Park Center Boulevard reimbursement, and that additional supporting vendors will need to be onboarded; no specific vendors or amounts for those future services were identified.
