At its October 1, 2026 regular meeting, the Minneapolis City Council approved procurement and infrastructure items reported by its standing committees. The Business, Housing and Zoning report included exclusive development rights for JAD Development Group and for Classic Lake, LLC and Tri Construction, acceptance of a demolition bid for 10001 West Broadway, and a bid for services at the Minneapolis Convention Center. The Climate and Infrastructure report included bids for vehicle-door installation, waste hauling and disposal, Hawthorne fire-alarm replacement, and rehabilitation of the Phillips and Trunk Highway 55 storm tunnel; contracts with Alient Engineering for citywide traffic-signal retiming and Stantec for the 34th Street Neighborhood Greenway; and contract amendments with Stantec for the Upper Harbor Terminal and Thomas and Sons Construction for the West River Road Phase II project. The council adopted the committee reports. The Committee of the Whole also approved the 2026 spring brownfield grant round and release of mortgage and restrictive covenants for the Villanova project.
The council approved, by an 11–2 vote, conditional acceptance of a Minneapolis Police Foundation gift for conference travel related to recognition of an officer’s response to the Annunciation school shooting; the condition limits use of additional city funds if the department exceeds its budget. The council also passed an autonomous-vehicle regulation ordinance after extensive debate about safety, jobs, and future regulation. A separate resolution urged Hennepin County and the University of Minnesota to end their Flock Safety license-plate-camera contracts; it was a request to those entities, not a city contract action. Other resolutions recognized disability employment awareness, food-waste prevention, Indigenous Peoples’ Day, and workforce development. The food-waste resolution cited a USDA-supported restaurant coaching program, while speakers urged continued city support for Homegrown Minneapolis amid budget pressures.
