At the October 1, 2026 Carroll County Board of County Commissioners open session, the board unanimously approved several procurement and spending items, all noted as within the adopted FY2027 budget where specified: renewal of the Everbridge emergency notification system for $63,659.60; renewal of Microsoft Office 365 and Defender licenses (the renewal amount was not clear in the transcript); asbestos abatement at the Carroll County A Center from competitively selected term-contractor Retro Environmental LLC for $55,725; and purchase of a 2027 Chevrolet Tahoe from Chriswell Fleet Sales for $62,970.80, using a competitively solicited Baltimore County contract. The Tahoe is intended to support a new position in the Department of Fire and Emergency Medical Services. The board also unanimously approved 16 recreation self-help projects across seven councils totaling $92,539, against a $150,000 budget, and authorized a subcommittee to develop a prioritized athletic-field restoration plan with project funding estimates.

The board discussed the Maryland Housing Certainty Act’s effect on when residential development applications become vested, but made no policy change; staff agreed to provide the commissioners with a fuller overview of the development review process. The board also approved a comment letter and zoning waiver related to Westminster Annexation No. 90 for the County Sheriff’s Office headquarters. Other items included cybersecurity and fire-prevention proclamations and recognition of county employees and projects. No vote was taken on the proposed supermajority requirement for tax increases; that item was moved to the following week.
