The Kenosha County Public Works / Facilities Committee met on September 28, 2026. The committee approved a resolution for the Red Boy Flat bridge replacement and relocation project on Highway C, east of the interstate. The work requires right-of-way acquisition from approximately six property owners; staff said property-owner outreach and the statutory acquisition process are underway, and the replacement is being designed to allow possible future expansion. The committee also heard that bids for the KCC facility renovation are due in about a week. The project was described as approximately $3 million, with a base bid and three alternates. Other procurement and project updates included phase one of the pretrial HVAC work proceeding with Southport Mechanical, phase two bids being released, and a notice to the underground diesel tank design contractor requiring completion by October 16 or the county may terminate the contract and hire another firm. The county is also awaiting delivery of eight highway trucks, while two smaller trucks have arrived; a change order for snow-fleet equipment controllers is being developed.

Facilities work continued at KCDC, including roofing by Carlson, Sallyport work by Rash Construction, and roadway work by Oaks Construction. Staff reported that payment to the KCC generator electrical contractor is being withheld until required documentation and manuals are provided. The golf division reported acceptance of a $347,000 insurance claim for storm damage and $74,730 in tree-removal expenses to date. Parks staff recommended applying for county conservation aid to help fund roughly $2,500 in fish stocking at Freedom Lake, with an estimated county share of $1,300; a motion and second were recorded, but the transcript does not capture a final vote. The minutes were approved unanimously. No broader procurement policy changes were identified.
