The City of San Carlos City Council’s regular meeting on September 28, 2026, included approval of the consent calendar, including the completed 2025 sewer rehabilitation project (Item 8F). The project had been awarded in June 2025 for $3.6 million, with a maximum authorized amount of $3.82 million; its final cost was reported as $2.64 million—about $1.18 million below the maximum. No new contract award was made. During public comment, a speaker questioned the city’s due diligence and bidding process for the Harrington Park contractor; the council took no action on those allegations. A councilmember also gave an informational update on Westlife Energy’s reported clean-energy contracting, including 900 megawatts of renewable generation and 500 megawatts of battery storage, and community reinvestment; no related procurement decision was before the council.
The council unanimously approved an ordinance amendment adding references to San Mateo County tobacco retailer permits in relevant zoning-code sections. Staff said the change clarifies existing permit requirements and does not create new requirements for businesses; councilmembers also discussed the need for better coordination and information from the county on inspections and permit status. The council agreed to agendaize a county presentation on tobacco retailer inspections and enforcement. It also supported a future winter-storm preparation presentation involving county agencies, One Shoreline, and city Public Works.
