Finance Committee: September 24, 2026

The Chelmsford TV Finance Committee reviewed zoning bylaw warrant articles 19–26 for its September 24, 2026 meeting. The Planning Board described proposed changes to childcare-use definitions, combined site-plan and special-permit procedures, contractor-business categories and parking requirements, and rules for data centers. The data-center proposal would allow small accessory facilities in commercial and industrial zones, allow small standalone facilities by special permit in industrial zones, and prohibit medium and large facilities. The committee also reviewed proposed changes to affordable-housing payments in lieu and several rezoning areas, including 210 Boston Road and Riverneck Road. These were discussions of proposed articles; no votes on them were taken at this meeting.

The committee approved the September 17 minutes, 6 in favor with one member absent. No contract awards, bids, vendor selections, or procurement spending decisions were identified. The committee planned to hear a later presentation from the Community Preservation Committee about two properties, including 255 Princeton, but no funding amounts or approvals were discussed.
