The October 5, 2026 Albuquerque City Council meeting included capital-project priorities and an opioid-settlement appropriation. Council noted receipt of the administration’s 2027 priority capital and policy requests (EC-26-273); discussion identified Main Library improvements, including a reported $1.5 million priority request, and traffic-safety work on 98th Street, with a previously cited $4 million for improvements and a request to pursue additional intersection design funding. These were discussed as priorities or requests, not as contract awards. Council also discussed five out-of-service electric buses, citing parts-supply difficulties after the original manufacturer went out of business and maintenance staffing constraints; staff said they were exploring parts with another transit agency. No vendor selection or procurement award was identified.
Council passed R-69, appropriating opioid-settlement funds for the Gateway System of Care, a medical sobering center, recovery housing, and APS’s Crossroads program. Members questioned whether recurring program costs complied with a previously adopted $2.3 million annual limit and raised concerns about long-term funding; administration described efforts to secure additional public and private support. On development policy, O-26-60, which would change land-use appeal fees, was amended and deferred to October 19 for further review. O-26-61, changing city recognition and appeal-related requirements for neighborhood coalitions and associations, passed 5–4. These land-use decisions may affect future development processes, but no specific construction contract or bid was approved.
