The City of Lake Oswego Planning Commission met on September 28, 2026. In a City Council update, members heard that the wastewater treatment plant is moving forward and that Council is considering a rate increase to help fund its construction. Republic Services reported that it had increased staffing to address garbage and recycling service problems. Council also approved a new round of municipal grants and plans to move from twice-yearly awards to one annual cycle. The Commission approved findings for LU 26-0019 by unanimous voice vote and held a work session on PP 25-0002, a proposed development-code audit and related housing rezoning work. Discussion covered code barriers to housing and economic development, state-mandated changes, outreach plans, and differing housing-need estimates—about 2,000 units in the prior analysis versus roughly 4,850 under state projections. Staff was asked to distinguish mandatory state requirements from discretionary local changes and to assess effects on project costs, delays, and housing capacity. No decision was made on the proposed code changes.
