The Beaufort County Planning Commission held a meeting on September 10, 2026, to discuss several land use and zoning matters, including a text amendment to permit cemeteries in the May River Community Preservation District and a comprehensive plan amendment to change the Royal Crossroads Place type to a Hamlet Place type on Seabbrook Road and the Spanish Moss Trail. The cemetery text amendment was recommended for approval to allow potential development of a new national cemetery site, with discussion on development standards and impacts. The comprehensive plan amendment and associated zoning map amendment for a large residential and light industrial development in the Seabbrook area generated extensive public and commissioner discussion regarding density, infrastructure capacity, traffic impacts, stormwater management, and compatibility with existing community character. Commissioners expressed concerns about the adequacy of the current plan and requested additional conditions and clarifications. Ultimately, the commission voted 6-2 to defer action on the comprehensive plan and zoning amendments for 30 days to allow the applicant to address outstanding issues. The meeting included detailed presentations from staff and the applicant, public comments, and deliberations on development agreements and community impacts.
