The City of Fernley Planning Commission held a public meeting on September 10, 2026, focusing on several key procurement and development issues. A major agenda item was the conditional use permit (CUP26005) request by M4 Victory Power QOZB LLC to develop a 324-megawatt natural gas-fired power plant on a 109-acre industrial lot. The project, estimated at $600 million, includes up to 36 generation units and associated infrastructure. The commission discussed technical aspects such as stack height, noise mitigation, environmental impacts, emergency preparedness, and fiscal benefits, including a projected $63.6 million positive impact over 20 years. The applicant requested extending the CUP approval period from one to three years to accommodate the lengthy construction and permitting process. After extensive discussion and public input, the commission voted 5-2 to table the item to the next meeting to allow for further public engagement and an ethics opinion regarding a commissioner’s participation. Other procurement-related items included approval of a CUP for tenant improvements to create a vocational training center in an existing warehouse, and a CUP for a new aerosol container processing and recycling facility expansion. The commission also reviewed and recommended approval of amendments to adjacency development standards to improve land use compatibility and maintenance responsibilities. The meeting included updates on ongoing planning efforts, upcoming public workshops, and infrastructure impact fee studies. No final votes were taken on the power plant CUP, but other CUPs and code amendments were approved.
