Planning Commission Meeting

The City of Simi Valley Planning Commission held a meeting on August 26, 2026, primarily to review and make a recommendation on the North Canyon Ranch development project and associated annexations. The project involves subdividing a 160-acre site into 207 residential units, including single-family homes and multifamily townhomes, along with open space and infrastructure improvements. The proposal requires multiple entitlements including annexation, general plan amendment, zone changes, a planned development permit, tentative map, development agreement, and environmental impact report (EIR). The commission discussed the fiscal impacts, including a development agreement that requires the developer to offset deficits caused by annexing seven county islands as mandated by state law and LAFCO policy. Public comments raised concerns about increased traffic, wildfire risk, water and power supply, loss of rural character, and higher taxes and fees. Staff and the developer addressed these concerns, noting mitigation plans, fiscal benefits, and legal requirements for annexation. The commission voted unanimously to recommend approval of the project and annexations to the City Council, with recommendations to delay the annexation of the islands as much as possible and to investigate potential negotiations on trash service fees and building permit costs. The City Council hearing date is yet to be scheduled.
