Special Council Meeting August 20th, 2026

The City of Doral held a Special Council Meeting on August 20, 2026, primarily to discuss and approve the city's employee benefits insurance renewal for fiscal year 2026-2027. The city's insurance consultant, National Marketing Group Services, presented a recommendation to switch from the incumbent carrier Aetna, which proposed a 9.5% rate increase with no rate cap, to United Healthcare. United Healthcare offered a more competitive package with medical pricing 12.4% lower than Aetna's renewal, bundled discounts on dental, vision, life, and disability insurance, and additional benefits including a $40,000 annual wellness budget and a $25,000 technology credit to assist with the transition. The council voted unanimously to approve the switch to United Healthcare and authorized the city manager to execute all necessary documents and budget expenditures to implement the new insurance plan effective October 1, 2026.
