The City of Lawrence, Indiana Common Council Committee of the Whole met on August 19, 2026, to discuss two key proposals related to municipal governance and ethics. Proposal 1-2026, an ordinance amending the municipal code regarding council approval on expenditures of professional service contracts, was tabled to a future meeting to coincide with changes to the ethics ordinance. Proposal 3-2026, adopting a new code of ethics, was also discussed but tabled for further consideration. The ethics ordinance includes provisions affecting city employees and officials, such as conflict of interest rules and requirements for sexual harassment training and economic statements of interest, some of which would take effect in 2028 to allow time for implementation. Council members expressed concerns about timing, legal implications, and administrative capacity to implement these changes. Both proposals are expected to be revisited at a Committee of the Whole meeting before the September 8 council meeting. No votes were taken to approve the ordinances, only motions to table them for further review.
