Municipal Unit Strategic Taskforce Meeting - August 18th, 2026

The Delaware County Government convened the first pre-planning meeting of the Municipal Unit Strategic Taskforce (MUST) on August 18, 2026, to discuss the implementation of new local income tax (LIT) legislation under House Enrolled Act 1210. The meeting focused on educating members about the new LIT framework, which allows municipalities and townships to adopt their own tax rates separately from the county, with the goal of maintaining the overall county LIT rate at or below 1.5%. Presentations by Baker Tilly and Policy Analytics provided detailed overviews of the legislative changes, tax rate scenarios, and financial forecasting models to assist the task force in developing a recommended, non-binding local income tax plan by November 2, 2026. Discussions included the distribution of LIT revenues among municipalities, townships, fire and EMS providers, and libraries, as well as concerns about maintaining fiscal stability and public safety funding under the new structure. No votes were taken during this initial meeting, but members emphasized the importance of collaboration and data gathering for future decision-making. The next meeting was scheduled for September 1, 2026.
